Methodology and technology of implementation of competence-based approach in mathematical education

Abstract: 

The article outlines interconnections between the effectiveness of the education system and labor productivity. The author holds the view that competence-based education system is efficient and innovative. It is characterized by learner-centeredness and prepares students for the rapidly changing demands of the 21st-century labor market.
Having analyzed the definitions of such key terms within the competence-based approach as competence and competency given by Russian and Foreign scholars, the author finds most of them contradictory and inconsistent.
This paper attempts to: 1) identify typical drawbacks of the definitions; 2) provide a new definition.
Although differences of opinion exist, the author suggests using the term ‘competence’.
The current State Standards for Postgraduate education (Master’s Degree), described in the Order No 1505 of the Russian Ministry of Education and Science, are competence-based. The document shows that the competence trend will dominate in education in future. The author provides the technology and methodology of implementing the competence-based approach in education.
